BATON ROUGE - The city plans to shut off water services at Brandywine Apartments today, after the complex's owner failed to pay the bills.

Many units lost power and last month after residents refused to pay rent. They said they shouldn't have had to because management owed thousands in utility payments.

The majority owner, Dr. Stephen Ayers, reportedly owes the parish more than $100,000, having missed several payments over the years.

City leaders say they have made unsuccessful attempts to contact Ayers about his outstanding balance.
