POINTE COUPEE- Louisiana State Police arrested 26-year-old Morganza native Cade Frey in the deadly head-on crash that killed 20-year-old Kyle Ramagos. 

Both drivers were not wearing seatbelts when Troopers say, Frey crashed into the victim's car Thursday evening on LA Hwy. 10 west of Hwy 1 in Pointe Coupee Parish. 

The investigation of the crash revealed Frey was not impaired at the time of the crash.

State police have charged Frey with negligent homicide and a seatbelt violation, as the crash investigation remains open.
