WASHINGTON - Senate Majority Leader Mitch McConnell says he has no intention of pushing lawmakers to approve President Barak Obama's request for new war powers to fight the Islamic State group.

He says he fears it could "tie the hands" of the next president.

The Obama administration has proposed a three-year authorization that takes the fight beyond national borders and allows it to expand to any "closely related successor entity" to IS. The plan doesn't authorize large-scale ground operations.

But it's languished in Congress as Republicans and Democrats have failed to coalesce around a new authorization.

Obama has relied on congressional authorizations given to President George W. Bush to fight al-Qaida following the Sept. 11, 2001, attacks and the 2003 invasion of Iraq.

McConnell made his comments Sunday on ABC's "This Week."
