Baker considers e-scooter regulations over safety concerns
BAKER — The Baker City Council will vote Tuesday on a proposed ordinance aimed at regulating the operation, equipment and parking of electric low-speed scooters within city limits.
City officials first raised safety concerns regarding e-scooters during a council meeting in September. Council Member Robert Young introduced the formal regulatory ordinance on Oct. 13.
Young told WBRZ that the primary motivation behind the proposed measure is mitigating the public safety risks created by scooter riders on major roadways and sidewalks.
“They’re running on the main highway like they’re cars, with no license plate, no safety,” Young said. “Mostly I see young adults and kids on them, I’m looking at how haphazardly they use them.”

If passed, the ordinance would establish specific rules for where electric scooters can be ridden, set equipment safety standards for riders and mandate parking requirements to prevent scooters from blocking public walkways and rights-of-way.
