The Department of Defense originated the Heat Advisory Index and the Wind Chill Index. How exposed reacts in high humidity and high heat causes bodily complications. With a very slight shot of sleet Friday wind chill values today range from 5 degrees to the lower teens. This is an event that typically occurs two to three times every ten to 20 years.
