BATON ROUGE - A man allegedly confronted his neighbor while wearing a ski mask and a bulletproof vest before shooting him to death in the middle of their neighborhood, leading to an hours-long standoff with law enforcement.

The East Baton Rouge Parish Sheriff's Office said 34-year-old Henry Williams III shot his neighbor, 26-year-old Ronald Leduff, after a fight outside his home on W Chalfont Street.

Deputies said Leduff arrived at his house around 5 p.m. and was greeting his neighbors before the confrontation with Williams. Witnesses reported Williams confronted Leduff while dressed in all black, wearing a ski mask, "what appeared to be a ballistic vest and a handgun holstered to his side."

During the fight, Williams reportedly pulled a gun and shot the unarmed victim several times, according to the sheriff's office. Williams then barricaded himself inside his home, armed with a rifle.

Upon arrival, authorities established a perimeter around the suspect's home while they tried to have him give himself up peacefully.

Williams allegedly shot at deputies and SWAT from inside the home, and he was taken into custody after he was hurt in an exchange of gunfire with authorities. He was treated for his injuries and later booked into jail.

Leduff was taken to a hospital but later died from his injuries.

Neighbor Frank Morentes said he had no idea what the fight was about, but he said Williams asked a Fed-Ex driver if he was a police officer when they delivered a package to Leduff's house.

"I don't know, he was just fistfighting with him and I heard like 10 gunshots. Pow, pow, pow, pow!" Morentes said. "I noticed he had a bullet-proof vest on, and a mask on, and he kept pacing around."

Williams was booked into the East Baton Rouge Parish Prison on charges of illegal use of a weapon, second-degree murder, simple battery and illegal use of a weapon. His bond has been set at $1,780,000.

According to Parish records, Williams had a warrant out for his arrest for holding utility employees at gunpoint in March.

The warrant said three employees from Denham Springs Gas Company were replacing a valve and updating a gas meter when Williams came outside with a gun and demanded the employees undo their work. The victims told deputies while they were trying to leave, Williams fired one round into the grass near them and then "began waving [the gun] around, while screaming," so they repaired Williams' meter with old parts so they would not be shot.

Williams was additionally booked with three counts of aggravated assault upon a utility service employee with a firearm, three counts of false imprisonment with a dangerous weapon, one count of simple battery and illegal use of a weapon.
