Woman claims Zachary officer "manhandled" her

ZACHARY- A woman in Zachary claims she was manhandled by a Police Officer over the weekend. Tonight she's speaking out, and claims she knows why she was targeted. 

Her sister, Tracy McKneely, is a 911 Operator at the Zachary Police Department. McKneely is suing the Department over sexual harassment claims, alleging Assistant Police Chief Darryl Lawrence repeatedly asked for sex.

"He wanted to know how good my sex was," McKneely told News 2 in 2011.

Carolyn Scott is McKneely's sister. She said after dropping food off to her sister over the weekend, a Zachary Police Officer followed her. When he put his lights on she pulled over. That's when a night of horror began, according to Scott.

Scott identified the Officer as Allan Kleinpeter in her Internal Affairs Complaint.

"He grabbed me by my wrists to pull me out of the car," Scott said. "It was frightening because it was midnight and I had my 13-year old child in the car."

Zachary Police Chief David McDavid told News 2 he is aware of a situation that occurred over the weekend. He is also aware of previous complaints filed against Officer Kleinpeter. However, he said none of those previous complaints checked out.

"They need to stop being violent for one thing," Scott said. "They need to realize just because they are behind a uniform it doesn't make them more powerful then a citizen."

In addition to the Internal Affairs Complaint, Scott's Attorney told News 2 he'll file a lawsuit against the city next week.

A News 2 investigation revealed the City of Zachary has spent thousands of dollars fighting lawsuits involving the Police Department over the past year. Sources told News 2 that Kleinpeter is very close to Assistant Chief Darryl Lawrence.
