Businessmen and city officials want to upgrade the area with a huge retail and residential development.
At Monday's planning and zoning meeting tonight, council members will discuss whether to approve re-zoning to allow the project to get started.
Plans include a hotel, grocery store and trolley system to promote growth for the area.
