Most of the money for the $4.7 million development comes from an affordable housing Federal Grant, the rest comes from Liberty Bank.

Holden says the apartments will draw young professionals to the area.

"A lot of people think they need to leave Baton Rouge in order to get a job. But from what we see here today we that people can live their dreams, and they can see without a doubt they can make great things happen in Baton Rouge."

Developers say 438 Main Street should be ready for renters by the end of 2012.
