A civilian Coast Guard employee says he was not aware of anyone coordinating efforts to battle the flames that broke out at the Deepwater Horizon drilling rig that exploded in the Gulf last month, killing eleven people.  Kevin Robb, who helped coordinate the search and rescue efforts after the blast, testified at a hearing Monday in Kenner.

Robb said a platform owner may be the one responsible for enlisting someone to coordinate firefighting plans, but added that he was not sure who was responsible.
