The head of the United Nations drug watchdog agency called on U.S. government leaders to challenge ballot measures in Colorado and Washington that decriminalized possession of small amounts of marijuana. Raymond Yans says it sends "a wrong message to the rest of the nation and it sends a wrong message abroad." Both states are holding off on plans to regulate and tax pot while waiting to see what the federal Justice Department will do. Yans says he hopes Attorney General Eric Holder "will take all necessary measures" to make sure pot remains illegal throughout the U.S.
