BATON ROUGE - Thousands of students in Louisiana are going to college for free because of the Taylor Opportunity Program for Students (TOPS), a state-wide scholarship program.

News 2's Ashley Rodrigue takes a closer look at TOPS to determine if the money put into the program is paying off for the state.
