UPDATE: 11:58 a.m.

Baton Rouge police arrested Thomas Fayard after a shooting and standoff on Goodwood Boulevard.

The police standoff lasted for nearly four hours.

When police arrived, they found Douglas Arrington, 31, shot multiple times. "He is believed to be transient and has no permanent local address," said a police spokesperson Wednesday morning.

Arrington died at the hospital.

Officers learned the alleged shooter was seen going back into the residence and was still armed with a gun.

Officers helped the man's wife leave the residence through a side door, but the suspect refused to come out.

Special Response Team and Hostage Negotiators were called to the scene and just after midnight the suspect finally agreed to surrender.

Fayard is charged with Second Degree Murder.

Investigators believe he and the victim had some sort of altercation just before the shooting.
