A bill to give hunters and fishermen more access to public land stalled in the Senate after Republicans argued it spent too much money. GOP Senators blocked the legislation along party lines after Jeff Sessions of Alabama objected to spending on conservation programs included in the bill. But most Republicans Senators say they favor opening lands for outdoorsmen in the bill sponsored by Democrat Jon Tester.
