BATON ROUGE- Some residents who live in the 70805 ZIP code say they have been forgotten when it comes to basic city services.

Heavy rains overnight caused flooding along a stretch of Maple Drive near Evangeline.  Six hours after the rain stopped, stagnant water remained in the street.  A close look at the drainage culverts in the area revealed they were severely clogged with everything from leaves to trash.

"I guess it's because it's 70805," Robert Palmer said.  "They dont' want to come in the area, a black neighborhood."

Robert Palmer has lived in the area for two decades and says it's significantly gotten worse.  The 70805 is currently the focus of the BRAVE program, a concerted effort by law enforcement officials to crack down on crime in the area.

Other residents also echoed Palmer's sentiments.

"They need to come clear it out," Alysia Butler said.  "People don't want to be walking around in all this water."

We took the residents' concerns to Department of Public Works Director, David Guillory.  Guillory said there are crews stationed in the area, but they didn't get to service it just yet.

"They are absolutely not forgotten." Guillory said.  "There are many older parts of town with drainage ditches in North Baton Rouge, South Baton Rouge as well.  We run into these same problems with all drainage ditches.  We don't approve them in subdivisions anymore because they are a maintenance problem for us."
