Rain moves on, high water remains
BATON ROUGE - Heavy rain moved on after soaking Louisiana for two days, leaving behind swollen rivers and areas still dealing with high water.
Livingston Parish declared an individual emergency to help residents there deal with flooding in their homes and businesses. Gov. Jindal also declared a statewide emergency yesterday afternoon to help parishes facing high water levels.
