Researchers at West Virginia University are testing 16-foot-wide inflatable plugs designed to seal off subways and tunnels; prior to inundating flood waters. Inside tunnels, threading under the Houston medical campus, 100 submarine doors can be activated to block advancing floodwaters. In Bangkok, raised entrances are equipped with flood gates and in Washington; two hours are needed for apartment complex managers to activate steel walls to hold back a 17-foot rise from the Potomac River. There are no systems in place in metropolitan New York and locations that were overwhelmed by Sandy will necessitate future changes. Some of those changes include the construction of giant storm barriers at the mouth of New York Harbor at a cost of $27 billion. The future construction would leave other regions unprotected.
