The Heartland Institute's Mission is to discover, develop, and promote free-market solutions to social and economic problems. The Health Board of Brown County, WI, reviewed research and declared that wind turbines are a "human health hazard." Local residents report that noise frequency from Duke Energy turbines at the Shirley Wind Farm are causing ear pain, nausea, headaches, sleep deprivation and other unhealthy experiences. Residents have now referred to it as the "wind turbine syndrome," believing it is caused by the creation of low frequency sound as the blades of the windmill pass by the base of the turbine. Brown County is the first county in Wisconsin to declare wind turbines a health hazard as additional studies will be conducted.
