New bluefin tuna rules proposed in Atlantic, Gulf

NEW ORLEANS - Boats using surface fishing lines with miles of baited hooks would get individual limits for bluefin tuna under rules proposed to end the practice of dumping dead bluefin caught on hooks meant for other species.

Most of those quotas would come from other groups, from commercial anglers to general fishing boats.

The rules would also bar surface "longlines" from part of the Gulf of Mexico during April and May. In an area off Cape Hatteras, S.C., they could be used from December through March only by boats that have proven able to use them without catching bluefin.

The National Oceanic and Atmospheric Administration has scheduled 10 hearings from Maine to Texas to get public comment on the proposals, which take 56,000 words in Wednesday's Federal Register.
