WASHINGTON - With a partial shutdown looming, Senate Majority Leader Mitch McConnell is offering to allow a vote on legislation to fund the Department of Homeland Security - stripped of immigration-related measures that many conservatives have been demanding.

The Senate would still vote separately on a proposal to overturn one of the president's controversial immigration executive orders, but Democrats are likely to prevent that bill from passing.

McConnell's offer to separate DHS funding from the immigration controversy would leave it up to the House to decide whether to go along - or to allow a partial shutdown to occur at the end of the week at an agency with anti-terrorism responsibilities.
