Man in Holden charged with 101 counts of indecent behavior with juvenile

LIVINGSTON PARISH- Former Holden Fire Chief Franklin Church is behind bars on a $2.6 million dollar bond, after he was arrested for 101 counts of Indecent Behavior with a Juvenile.

News 2 has learned he was arrested seven years ago on similar charges, but there is no record of those charges.

According to investigators, the case started when they say Church solicited a 13-year old over the internet last month.  Police were waiting for him, at a park where they say he planned to meet the teen.

"He had talked to her about being a friend with benefits," Town of Livingston Chief of Police Randy Dufrene said.

After he was arrested, investigators found a nude photograph of victim two on Church's laptop.  Then last week, victim three came forward alleging Church inappropriately touched her at least 101 times since she was three years old.

"We have been contacted by other people who say they have been victims of his," Livingston Parish Sheriff's Spokesperson Perry Rushing said.

When News 2 showed up at Church's house, we were greeted by a man who identified himself as Church's son.  He was riding a 4-wheeler and carrying a high powered rifle.  He immediately demanded that we leave his street.

Dufrene said this case should serve as a lesson to parents to monitor their kids on the internet.

"It's shocking," Dufrene said. "It just goes to show you they {predators} are out there."
