Man arrested for looting Hi-Nabor during August flood

BATON ROUGE – One man has been arrested after he looted a Hi-Nabor store during the August flood.

On Aug. 15 the Hi-Nabor located in the 7200 block of Winbourne Avenue received three feet of water inside. Surveillance video captured several people looting the store during an eight-hour period.

The video showed one of the suspects, later identified as 21-year-old Clarence Duncan, wading through the water to the front doors of the store, breaking the glass with a hammer and entering. The video showed Duncan making several trips in and out of the store carrying alcohol, beer, cigarettes and other items.

On Tuesday, Nov. 29, BRPD detectives were patrolling around Victoria Drive, near Duncan's home. Duncan was recognized by BRPD from the surveillance video as one of the looting suspects. Detectives showed Duncan a photo from the video and admitted that was a photo of himself. He also admitted to looting and said that he needed food at the time of the incident.

Duncan was arrested for looting and was booked into the East Baton Rouge Parish Prison.
