BATON ROUGE - An arrest has been made after a man was seen throwing a dog over a fence at a local animal shelter.

Deputies arrested Richard Hawn Wednesday morning after receiving an anonymous tip.

Hawn is accused of throwing a dog over the fence at the Capital Area Animal Welfare Society (CAAWS) on Quinn Drive.

The act was caught on the agency's surveillance video.

Hawn faces Cruelty to Animals charges . He also has traffic warrants.
