BATON ROUGE - Debate in the House on Gov. Bobby Jindal's education bills bogged down for a while in argument over how a voucher program would affect voter-approved taxes in local school districts.

The bill makes taxpayer money available to students who want to transfer to private schools from poorly performing public schools.

Critics have long argued that the bill would improperly fund private schools with tax revenue that voters in local districts have approved for public schools.

Rep. James Fannin won passage of an amendment Thursday forbidding locally approved tax money from going to non-public schools.

Rep. John Bel Edwards argues that the Fannin amendment won't work. He said the bill will still enable state education officials to, in effect, use the state education budget to redirect the money to private schools.
