Homeless man arrested for obscenity in BREC park

BATON ROUGE - Sheriff's deputies said they arrested a man accused of masturbating while sitting on a bench in a neighborhood park on Monday afternoon.

Deputies said they responded to the scene at the Antioch BREC park, located at 6229 Antioch Blvd., around 2 p.m. after they received reports from a woman that she saw 40-year-old Peter Francis touching himself inappropriately in public. The woman, who was walking her dog at the time, said Francis covered up his face when he saw her and walked away into a nearby wooded area.

EBRSO deputies responded to the scene again after they received reports that the man had returned to the BREC park. The woman returned to the scene, and she was able to identify Francis as the man she had seen engaging in the inappropriate activity.

Francis initially gave a false identity to deputies, claiming his name was "Danny Louis." He eventually told law enforcement that he had lied about his identity, confirming that he was homeless and named Peter Francis.

He was booked into the parish prison on charges of obscenity and resisting an officer.
