WASHINGTON - Health insurance open enrollment is set to begin in just 16 months now that the Supreme Court has upheld most of the health care law.
Starting in 2014, insurance companies will no longer be able to turn away people with a history of medical problems, or charge them more. But carrying out the law will be a mad scramble for states.
And there's a new complication, giving states more leeway to turn down the expansion of Medicaid.
