Governor against BESE testing compromise

BATON ROUGE - State school board leaders announced a compromise Thursday in the ongoing political fight over Common Core testing in Louisiana, but it was dead on arrival at Governor Bobby Jindal's office.

BESE President Chas Roemer said the board sent a letter to Governor Bobby Jindal proposing that schools still take the LEAP test, rather than switch to the PARCC test used in Common Core, for the 2014-2015 school year. The LEAP test would contain PARCC-style questions developed entirely by people in Louisiana, though, according to Roemer.

Roemer said they needed to make a decision soon so that schools would be able to prepare for the next year, and reiterated that they still supported the state's adoption of Common Core.

Jindal ignited the controversy after he announced he would try to remove the state from Common Core, but was opposed by BESE and state education Superintendent John White, who said developing a whole new test would be too expensive and take too much time.

"The Louisiana Department of Education needs to follow the procurement code. We are not at all comfortable that this new proposal is consistent with the law," Jindal said in an emailed statement.

In a conference call with the media, Commissioner of Administration Kristy Nichols reiterated the governor's position that they felt BESE and White did not follow state procurement law when they set up the contract for the PARCC test.

White and Jindal are scheduled to meet July 17 to discuss the situation.
