Defense Secretary Robert Gates is expected to announce a yearlong study on allowing gays to openly serve in the military.

President Barack Obama called on Congress to repeal the 1993 law, but Democrats have said they want more guidance on how a major upheaval can be avoided if the "don't ask, don't tell" policy is gotten rid of.
