Construction changing your drive in 2014

BATON ROUGE - Millions will be spent on state highways and city streets this year to ease congested roadways.

A lot of big projects are set to wrap up in 2014, including the widening of Staring Ln. in the Capital City.

Starring Ln. between Perkins Rd. and Highland Rd. has been under construction since Jan. 2011 after it hit a number of roadblocks including old sewer pipes bad weather. The end result will include four lanes and turn lanes.

"Some of it just looks like we can move the road barriers and we'd be fine, the road's ready to go," said driver Laura Roland.

Starring Ln. is slated for completion spring this year.

Department of Public Works engineers announced work to begin on Essen Ln. between Perkins and I-10. The plan calls for the expanding the street to six full lanes and a possible center turning lane. The city's Green Light program is working on a project to improve the intersection at I-10 and Essen Ln. on and off ramps.

DPW says they're taking their time to work with the city's Green Light program to make sure they do it right.

"I think we've come up with some really good ideas to try to alleviate it," said DPW Director David Guillory. "Not only with the widening, but with some different configurations."

Work could begin in Nov. 2014.

Nicholson, between Brightside and Gourrier could become four lanes, although there is no timetable on when the construction could happen. DPW says there is not much funding for the project, but this year there will be turn lanes added to help ease traffic problems.

Current DOTD projects in Ascension Parish include:

La. 73 from U.S. 61 (Airline Highway) to I-10 - This project will reconstruct and widen 2.3 miles of La. 73 from two to three lanes. The project will make this road safer by adding a center turn lane. Work on the project began fall 2011 and is scheduled to be completed March 2015. Funding for this includes approximately $3.5 million in federal funding, approximately $9.1 million in state funding and approximately $2.9 million in local funding.

La. 431 intersection improvements - This project will make various intersection improvements at eight cross streets (La. 931 North, La. 931 South, La. 621, La. 934 North, La. 935 North, La. 935 South, La. 429, La. 30/ U.S. 61) along the La. 431 corridor. The improvements include building turn lanes, installing new traffic signals and installing new mast-arm lighting. This project began in January 2013 and is scheduled to be completed in May 2014.

I-10 from the East Baton Rouge Parish line to La. 22 - This project will involve patching concrete on approximately 15 miles of I-10 between the East Baton Rouge Parish line and La. 22. This includes removal and installation/stabilization of embankment. Work began in October 2013 and should finish in December 2013.

Projects schedule to begin in Ascension Parish in 2014:

La. 42 widening project clearing and grubbing - This project will involve clearing land in preparation for widening the roadway during the project mentioned above. Bids were taken for the work on Oct. 23, 2013. Work on the project should begin in early 2014 and take approximately 10 months to complete.

La. 42 widening from U.S. 61 (Airline Highway) to La. 44 (North Burnside Avenue) - This project will involve widening a 3.7 mile section of La. 42 from two lanes to four lanes. This project will help to relieve congestion in this heavily traveled area. More than 17,000 drivers use this road each day. A 4-foot side walk would be constructed on the north side of the roadway, and a 10-foot bicycle/pedestrian shared-use path will be constructed on the south side of the roadway. The project is currently scheduled to be let for construction in July 2014.

La. 30 from the Iberville parish line to .3 miles west of I-10 - This project will overlay approximately 6.5 miles of La. 30 from the Iberville Parish line to .3 miles west of I-10. Work is scheduled to be let to construction in February 2014.

La. 3251 from La. 30 to La.75 - This project will resurface 3.8 miles of La. 3251 from La. 30 to La. 75. Bids will be taken for the work in April 2014.

East Baton Rouge Parish current projects include:

U.S. 190 Mississippi River Bridge Painting, Phase I - This project involves cleaning, painting and performing structural steel repairs to the roadway portion of the U.S. 190 Mississippi River Bridge in Baton Rouge. Work on the project began in September 2012 and is expected to be complete in fall 2014.

U.S. 190 from U.S. 61 to La. 37 (North Foster Drive) - This project will resurface a 2.6-mile stretch of U.S. 190 from U.S. 61 to La. 37 (North Foster Drive). Work began in September 2012 and is scheduled to be complete by the end of December 2013.

La. 37 (Greenwell Springs Road) intersection improvements - This project will install turn lanes on La. 37 (Greenwell Springs Road) at its intersection with La. 3034 (Magnolia Bridge Road). The turn lanes include an additional right turn lane from northbound Greenwell Springs to La. 64, an additional through lane from eastbound La. 3034 to La. 64, and an additional dedicated left turn lane from southbound Greenwell Springs to La. 64. Work on the project began in March 2013 and will be complete by the end of December 2013.

U.S. 190 Mississippi River Bridge Painting, Phase 2 - This will involve painting, cleaning and structural repairs to the railroad bridge portion of the U.S. 190 Mississippi River Bridge in Baton Rouge. The project was let to construction on November 13. A start date has not yet been set. This project is being fully funded by the Kansas City Southern and Union Pacific railroads companies.

East Baton Rouge Parish projects schedule to begin in 2014:

I-10 Mississippi River Bridge Cleaning and Painting - This project will clean and perform some minor spot painting on the I-10 Mississippi River Bridge. Bids for the work will be taken in January 2014.

La. 64 center turn lane from La. 19 to McHugh Rd - This project will install a center turn lane on La. 64 from La. 19 to McHugh Rd. Bids will be taken for the work in February 2014.
$1M-$2.5M - La. 427 from the Ascension parish line to La. 42 - This project will overlay approximately 1.4 miles of La. 427 from the Ascension parish line to La. 42. Bids for the work will be taken in April 2014.

I-10 from Washington Street to the KCS Railroad Overpass - This project will resurface approximately 1 mile of I-10 between Washington Street and the KCS Railroad Overpass. The project will help to restore the ride quality of the roadway. Bids will be taken for the work in February 2014.

Livingston Parish current projects include:

I-12 bridges repair and improvements (Phase I). This project is the first of a two-phase effort to widen numerous bridges in Livingston Parish on I-12, replace their approach slabs and resurface approximately 300 feet of roadway at each bridge approach. These projects will widen the bridges in preparation for future widening of the I-12 corridor past Walker (La. 447). Phase I includes the Colyell Creek and Hornsby Creek (first two bridges east of Satsuma), Blood River (first bridge west of Holden) and the Big Branch bridges (first bridge west of Albany). Phase II, which is estimated to cost an additional $5 million to $7.5 million, is tentatively scheduled to be let in May 2015, and will include the Tickfaw River Bridges. Work on phase I of the project began in October 2013 and will finish in December 2014.

La. 1030 (Cockerham Road) from Range Avenue to Lockhart Road (La. 1026). This project will resurface a 1.6-mile segment of Cockerham Road (La. 1030) from Range Avenue to Lockhart Road (La. 1026). It will also add sidewalks on both sides of the roadway from La. 16 to Freshwater Elementary School. Work on the project began in October 2012 and should finish in summer 2014.

Livingston Parish projects scheduled to begin in 2014:

I-12 widening from Walker to Satsuma - This project will widen approximately 3.6 miles of I-12 from two to three lanes in each direction from Walker to 0.5 miles west of Satsuma. Work on the project should begin in early 2014 and take approximately one year to complete.

La. 1036 from La. 442 to the St. Helena Parish line - This project will resurface 6.8 miles of La. 1036 from La. 442 to the St. Helena Parish line. The project will help to restore the ride quality of the roadway. Bids will be taken for the work in March 2014.

La. 444 from Gum Swamp Road to La. 22 - This project will resurface 5.9 miles of La. 444 from Gum Swamp Road to La. 22. The project will help to restore the ride quality of the roadway. Bids will be taken for the work in June 2014.

La. 16 at La. 22 roundabout - This project will involve installing a roundabout at the intersection of La. 16 and La. 22. The project will help to increase safety and improve traffic flow at this intersection. Bids are scheduled to be taken for the work in April 2014.

U.S. 190 at Eden Church Road roundabout - This project will involve installing a roundabout at the intersection of U.S. 190 and Eden Church Road. The project will help to increase safety and improve traffic flow at this intersection. Bids will be taken for the work in September 2014.
