BATON ROUGE – Congestion is starting to form at the intersection of Bluebonnet Boulevard and Burbank Drive after a dump truck struck a traffic light Thursday morning.

WBRZ Viewers reported heavy traffic, police at the scene and traffic lights not working near the intersection around 11:15 a.m. Thursday. Photos from the scene show debris in the road and a dump truck blocking a traffic lane.
