A judge in San Francisco says a measure calling for a ban on male circumcision is off the November ballot. Judge Loretta Giorgi says the ban violates a California law that makes regulating medical procedures a function of the state, not cities. Those that favor the ban argue circumcision is not a medical procedure and the ballot measure also included an exception in cases where it was needed for health reasons.
