Children, pets discovered in dirty house during meth raid

MORGAN CITY - Narcotics investigators with the Morgan City Police Department made several arrests after they executed a search warrant, finding malnourished pets and three children ranging in age from infant to three years of age in dirty conditions with drugs and drug paraphernalia present.

A total of four arrests were made:

22-year-old Jeana Domangue, of Morgan City, was arrested on charges of possession of methamphetamine with intent to distribute, transactions involving proceeds from illegal narcotics activity, possession of drug paraphernlia, violation of uniformed controlled dangerous substance law in a school zone, keeping a disorderly place, cruelty to juveniles, cruelty to animals, illegal use or carrying of a weapon, illegal use of a controlled drug in presence of persons under the age of 17 and illegal possession of a stolen firearm

32-year-old Jacob Domangue, of Morgan City, was arrested on charges of possession of methamphetamine with intent to distribute, transactions involving proceeds from illegal narcotics activity, possession of drug paraphernalia, violation of uniformed controlled dangerous substance law in a school zone, keeping a disorderly place, cruelty to juveniles, cruelty to animals, illegal use or carrying of a weapon, illegal use of a controlled drug in presence of persons under the age of 17, illegal possession of a stolen firearm and possession of a firearm by a convicted felon

28-year-old Courtney Smith, of Morgan City, was arrested on charges of possession of marijuana under 16 grams, resisting an officer, illegal use of controlled drug in presence of persons under the age of 17 and violation of uniformed controller dangerous substance law

32-year-old Deborah Francois, of Morgan City, was arrested on charges of possession of marijuana under 16 grams, possession of drug paraphernalia, violation of uniformed controlled dangerous substance law and illegal use of controlled dangerous substance in presence of persons under 17

Morgan City Police and St. Mary Parish Sheriff's deputies conducted the raid on Saturday after receiving complaints of illegal narcotics activity at a residence on Cypress Street. During the search, investigators located two children, aged two and three years old secluded in a separate, secluded room. Investigators said conditions inside the room were dirty and unsanitary with feces on the walls and floor. The Department of Child Services was contacted to respond to the scene.

Also found inside the home were several small animals in cages. The pets were emaciated and without food or water. Animal Control responded to the scene to take of the animals.

Detectives said they located methamphetamine and evidence that the substance was being sold from the residence. Officers also located two handguns, a 9mm and a .380 cal., one of which was found to be stolen.

In the investigation that followed the initial search, detectives confirmed that meth was in fact being sold from the home. Investigators also determined that the children had been kept in the unsanitary conditions for some time, according to statements from occupants of the residence. The residents also told law enforcement that Jeana Domangue and Jacob Domangue had held some of the children in animal cages inside of the residence on previous occassions.

DCFS took custody of the children for evaluation and to place them in proper care. Morgan City Police is collaborating with Louisiana DCFS during the ongoing investigation.
