Recorded birdsong may fill the streets of Lancaster, California in what may be called a bird-brained idea. But the mayor says it'll brighten the streets and studies have shown it makes people happier. Mayor R. Rex Parris wants to play the bird chatter from loudspeakers. Parris is known for some whacky ideas. He got a law passed to castrate pit bulls, made city officials learn the Mandarn launguage in a bid to lure Cinese business and riled people by saying he was growing the town into a Christian community.
