CATS freebies didn't break the rules
BATON ROUGE- Federal transit overseers decided the Capital Area Transit System did not break the rules and will not have to repay federal grant money for bizarre chartered trips.
Buses were used for non-transit trips 32 times. One was to a basketball game in New Orleans.
The feds said there were no violations because CATS did not take money for the trips.
