BATON ROUGE - Police said they believe a driver killed in a wreck Tuesday morning in Baton Rouge was going too fast, using their cell phone, and wasn't wearing a seat belt.

Sgt. Don Coppola said Johnny Kemp, 29, of Greenwell Springs died in the single-vehicle wreck around 8:20 a.m.

Coppola said Kemp was headed east in the 13700 block of South Choctaw Drive at "a high rate of speed," and wrecked as he approached the intersection with North Flannery. He said Kemp missed a right hand curve and drove into a parking lot on the corner of the intersection, sliding sideways due to his speed before hitting a ditch.

Investigators said Kemp was partially ejected from the vehicle, and died at the scene.

Coppola said Kemp wasn't wearing a seat belt, and investigators believe he was using a cell phone at the time of the wreck.

Police said the investigation was ongoing.
