BATON ROUGE - Police were busy this St. Patrick's Day weekend, keeping the roads safe. At least 28 people were arrested for suspected DWI charges.

One man, 50-year-old Clyde Payne of Baker was arrested on his fourth-offense DWI. His criminal history dates back to the 1990's, with his first DWI conviction in 1999.

East Baton Rouge District Attorney Hillar Moore says the reason he's still on the streets is because of the large gap in his criminal history.

"His last conviction for a misdemeanor offense was 2004, eight years ago," said Moore. "There have been no convictions since that time."

Moore also says he isn't the amount of times he's been arrested for DWI is shocking.

"With this many DWI's in this close period of time, obviously, this is one person we want to pay attention to," said Moore.

In addition to DWI, Payne was charged with reckless operation of a vehicle, failure to maintain control and hit and run.
