Questions are being raised about who owns the land where Baton Rouge Mayor Kip Holden wants to build the "Alive" project. It's part of a small strip of land between the railroad tracks and the levee in downtown Baton Rouge.

East Baton Rouge Parish voters will decide on the $225 million dollar project and infrastructure improvements in a bond proposal later this year.
