Adoption disclosure bill fails to gain support in committee

BATON ROUGE- A proposal to allow adopted adults to work through a third party in an attempt to gather more information from their birth parents has failed to advance in the Louisiana House.
    
Isabel Wingerter, representing the Louisiana State Law Institute, presented the proposal. Wingerter said the measure would create another route to information through a confidential and qualified intermediary to contact birth parents.
    
Adopted adults can currently claim a "compelling reason" for court-ordered access to sealed birth certificates.
    
Opponents argued the proposal could have a chilling effect on adoptions, may violate birth mothers' privacy and unintentionally strip adopted persons' rights.
    
The House civil law committee voted 6-3 Monday against the measure, keeping it from moving to the full chamber for debate.
