BATON ROUGE- Tuesday, the mayor unveiled a $804,000,000 spending plan for the city that the metro council will spend the next month discussing.

Public safety receives more than half of the monies allocated by Mayor Kip Holden in 2014.

"Always, public service will be a top priority," Holden said.

The budget includes a 3 percent merit and longevity raise but does not include widespread increases that some union employees have asked for. Recently, a national labor union said workers for the City-Parish of Baton Rouge are among the lowest paid in the entire southeast region of the United States.

Top items in the budget:
- Merit and longevity raises for eligible employees
- 25 new police officers and a police academy in June
- Money to operate the former Woman's Hospital on Airline as a police headquarters
- 30 new firefighters and academy in 2014
- Downtown upgrades, including riverfront access and design for a pedestrian and bicycle corridor linking downtown communities
